"Analyzing Innovation through a Historical Patent Database: The Case of the Colonial Congo Patent System (1888-Early 1960s)"
Veronique Pouillard, University of Oslo (v.i.c.pouillard@iakh.uio.no)This paper examines the history of patents in the Belgian colonial empire from the establishment of the colonial patent system in 1888 until the independence of Congo (1960). The patent system Congo operated under Belgian law. This structure allowed the Belgian Ministry of the Colonies to oversee patent registrations without subjecting them to examination, ensuring that nearly all completed applications were granted. Patents could be filed both in Brussels and in colonial administrative centers.
Our database compiles the patents registered in Congo in class C, Mining and metallurgy. We examine the individuals and institutions behind these patents, the geographical situation of patentees, and the types of mining-related innovations that they filed. The database covers roughly 700 patents. We are using a combination of quantitative econometric techniques (descriptive statistics, regression analysis, and network analysis) and qualitative historical methods.
The analysis focuses on three questions: (1) Who were the patentees, and what were their backgrounds? We trace the residences, professions, and institutional affiliations of inventors to assess the role of colonial, local and foreign actors. (2) How did patenting activity evolve over time? By correlating patenting trends with historical events—such as shifts in colonial governance, the rise of multinational corporations, and economic crises—we assess how innovation responded to change. (3) Through text analysis of patent descriptions, we examine whether technological developments were concentrated among a few dominant actors. This paper contributes to literature on colonial economic history, the history of technology, and intellectual property. Additionally, the paper sheds light on the role of mining patents in shaping resource extraction strategies in Congo, with implications for broader discussions on the “resource curse” and technological dependency.
